Why isn't there an overseas black market ebay yet?

Or do I just not know about it?

Imagine, a place where minors could buy alcohol, where people could ship cigarettes and guns person to person, without business licenses or governments to track them. It's too much commerce to regulate, and the feds would never be able to inspect every package coming to the US from Joe Schmoe in Indonesia.

There would be a huge market for an auction site that had traffic in everything that ebay refused to carry. You'd think some budding entrepreneur would have grabbed this bull by the horns already.
