packing peanuts

I'm shipping off my broken Tivo today to the guy who bought it on ebay, and I went to buy packing materials, and was surprised to see that they only had styrofoam packing peanuts.

I'm no environmentalist, but it seems silly that now that we have those cheap corn-based packing peanuts, and have had them for years, that they would have become standard by now. Even I don't like the thought of filling landfills with huge piles of styrofoam when the corn-based ones would just melt in the rain.

Does anyone know why they didn't? When I bought some a few years ago they were really cheap, I'm surprised that the cost would be the reason.
